  • supervision of the activities of guardians, trustees and organizations in which minors left without parental care are kept;
  • provision of assistance to parents, guardians and trustees of minors in the implementation and protection of their rights.

Identification and placement of children left without parental care is prohibited by legal entities and individuals other than guardianship and trusteeship authorities.

Additionally, as per Article 77 of the Family Code of the Russian Federation, the guardianship and trusteeship authority is authorized to promptly remove a child from the custody of his parents or other caregivers if there is an imminent threat to the child’s life or health.

When removing a child, the guardianship and trusteeship authority must notify the prosecutor right away, make arrangements for the minor to be placed temporarily, and file a claim in court within seven days of the decision being made to either limit or deny the parents their parental rights.
