Rating "100 universities in Russia"-2024
The results of surveys completed by over 120,000 respondents—including employers, students and graduates, and members of academic and scientific circles—were combined with statistical indicators to create the ranking. In total, 212 universities and over 100,000 individuals took part in the ranking.
The top three rankings remain the same from the previous year: MSU named after M. V. Lomonosov topped the list, followed by MIPT and SPSU. The most noteworthy developments in the top 10 were the following: Ural Federal University entered the top ten of the rating and RANEPA dropped out, landing in 13th place.
29 Russian regions’ universities were among the top 100. Moscow is represented in the rating by 33 participants, St. Petersburg by 13, and the Moscow region by 5. Three universities from the Rostov and Volgograd Regions made it into the top 100, and Tatarstan, Samara, and Tomsk Regions (each with four universities) were also well-represented in the list of the best.
In spite of the challenging global environment, the average percentage of international students among RAEX-100 participants rose from 12% to 12.3%. Regional universities played a major role in this success, as most Moscow-based leaders saw their share of foreign students decline.
At V TSU, for instance, there were nearly 20% more international students in 2022. Turkmenistan, Uzbekistan, Kazakhstan, Tajikistan, Kyrgyzstan, China, and Egypt were responsible for the positive dynamics that were attained.
Increased the amount of funding allocated to research and development (R&D) in universities: this indicator grew by 20% on average across all rating participants. The state initiative "Priority-2030" to support universities had an impact on this outcome.
Changes in the remaining RAEX rating are substantial if the composition of the first twenty ratings essentially stays the same.
"More medical, educational, and agricultural universities have been included in the ranking for the third year in a row, and the majority of those that were previously included have solidified their places.
For the first time, such universities made up 28% of the top 100 in 2023, more than a quarter of the total, and the great majority of them demonstrated positive dynamics. In 2023, there were eighteen medical universities ranked (last year – 15). Ninety percent of top agricultural and pedagogical universities saw increases in their standing.
Analysts predict that universities fitting these three profiles have room to grow. For instance, the quality of training will improve as a result of the new target learning mechanism that has been introduced for applicants to these areas, increasing the average USE score.

100 best universities in Russia-2024 according to RAEX
Remember that the 42 criteria that the RAEX organization uses to evaluate universities are combined into three indicators:
- conditions for obtaining a quality education,
- level of demand for graduates by employers,
- level of research activity.
The rating is published by the agency separately for each of them.
The top educational institutions in Russia are highlighted in the Russian Universities Ranking-2023 by RAEX Agency, which assists parents and students in making well-informed decisions about pursuing higher education. This ranking offers a trustworthy overview of the top universities in the nation by evaluating institutions according to standards like research quality, employer reputation, and educational quality.
Universities with the best conditions for obtaining a quality education
Out of all the mini-ratings, this is the most significant. Fifty percent of the total rating’s final score is determined by its indicators. Here, we consider the percentage of academically trained teachers, the accessibility of resources, the number of international students, and the average USE score of applicants (i.e., the university’s popularity among applicants).

Universities with a socio-humanitarian focus have made progress in this area recently. Half of them are in the top 10 this year!

Novosibirsk State University, Kazan Federal University, and two universities in Tomsk (TSU and TPU) were ranked highest among regional universities.
